The deck is the tool. The product is the facilitated session the deck sits inside. That distinction matters because the value isn't in the cards — it's in the conversation the cards make possible, and the facilitator who knows where to steer it.

Where it came from
Cards Against Bureaucracy was built from a decade of work with leaders in Singapore's ministries, provincial governments in Canada, and foundations across three continents. Every card is a friction pattern we ran into more than once. Every prompt is a question that unlocked a stuck room.
This isn't a creativity game. It's a diagnostic, dressed up in a format that lets the room have the honest conversation it couldn't have with the regular agenda in front of it.
What a session looks like

Low-stakes rounds. The room figures out the format, the facilitator reads the room.
